The Community of Harbor Bay Isle Owners’ Association (CHBIOA) is a California non-profit, mutual benefit corporation established to manage the residential communities and their commercial support area. The Harbor Bay Business Park is a separate-but-related entity and is not managed by CHBIOA.
Harbor Bay Isle’s first homes were constructed in 1978; the 20 residential neighborhoods (also called “Project Associations”) include a total of 2,973 homes. Every owner becomes a member of the Community Association as well as the neighborhood Project Association where the property is located. The Project Associations are also organized into six residential “villages” and one commercial village (the Business Park).

CHBIOA is governed by a seven-member, volunteer Board of Directors representing each of the seven villages. The Board sets policy and employs the Executive Director to implement it through the efforts of the Community Offices staff.
CHBIOA’s various departments provide maintenance, security and general administration for residents. These services augment those supplied by the City of Alameda and address the local needs of the Community. Most of the Neighborhood Project Associations of Harbor Bay Isle contract with the Management Services Department to handle day-to-day operations and administrative details. The Association Managers and support staff work closely with each Project Association’s volunteer board of directors to make sure the Association is effectively governed, financially sound, and common property is well maintained.

The Community of Harbor Bay Isle is a family-friendly community that offers several events throughout the year, including the Annual Community Picnic & Softball Game, the Community Garage Sale, and E-Waste Recycling Events. In addition, the Board supports the Community’s Intercultural Committee (IC), and it’s Cooking Committee, which are both very active in Harbor Bay.
Options for recreation and activity in the area include the Harbor Bay Club, a health club offering residents fee-based membership in its swim, fitness and tennis center. Other facilities available include three public parks, the Leydecker Recreation Center, the Bay Farm Branch of the Alameda Library, two elementary schools, a day care center, our own Community Center and The Landing Shopping Center – everything within walking, biking, or boating distance of all residents. For those wishing to visit San Francisco, the Alameda Harbor Bay Ferry Terminal is conveniently located adjacent to the Community.
